Canada plans to recognize the State of Palestine in September, Prime Minister Mark Carney said in a statement Wednesday, provided that the Palestinian Authority schedules elections in 2026.

“Canada intends to recognize the State of Palestine at the 80th Session of the United Nations General Assembly in September 2025,” the statement read.

The move, made in coordination with his cabinet after speaking with British Prime Minister Keir Starmer and French President Emmanuel Macron, marks a significant shift in Western foreign policy, according to the Associated Press.

Canada becomes the third Western country in seven days—after France and the U.K.—to announce recognition of Palestine, as Israel faces mounting international criticism over its war in Gaza.

More than 60,000 Palestinians have been killed in the enclave since October 2023, according to the Gaza Health Ministry.

“The deep suffering of civilians leaves no room for delay in co-ordinated international action to support peace, security, and the dignity of preserving human life,” Carney’s statement read.

Criticism of Israel escalated after multiple humanitarian organizations warned of an imminent famine in the territory.

At least 154 Palestinians have starved to death in Gaza since the war began, with more than half of those deaths reported in July alone.

Israeli Prime Minister Benjamin Netanyahu has strongly condemned the recognition announcements by Western countries, traditionally close allies of Israel.

“We vehemently condemn the decision to recognize a Palestinian state neighboring Tel Aviv after the Oct. 7 massacre,” Netanyahu said following Macron’s announcement last Thursday. “This is a gift to Hamas and runs the risk of creating a new Iranian proxy, just as the Gaza Strip had become.”

The United States also criticized the recognition efforts.

Secretary of State Marco Rubio called it on X a “reckless decision [that] only serves Hamas propaganda and sets back peace. It is a slap in the face to the victims of October 7th.”

Most U.N. member states—147 out of 190—recognize Palestine.
