Azerbaijan Airlines flight J2-8243 crashed near Aktau, Kazakhstan, killing at least 38 passengers, Kazakstan’s Deputy Prime Minister Kanat Bozumbayev announced on Wednesday. The plane tried to make an emergency landing, according to the Russian state aviation authority.

The deceased bodies, which were all burnt, have been retrieved by Kazakh authorities and have been identified, according to Bozumbayev.

At least 29 survivors have been taken to local hospitals for medical treatment, with “11 in serious but stable condition and the rest are in moderately serious condition,” the Deputy PM said.

The passenger plane left the Azeri capital of Baku for Grozny, capital of Chechnya, one of the Russian Federation’s Muslim-majority republics. Russian authorities said that the plane rerouted due to fog over the Caspian Sea, then tried to make an emergency landing due to a collision with a flock of birds

However, Chechen state media outlets reported on Wednesday of hostile drones in the country. All were later shot down, according to Grozny Inform.

It is still unclear whether the drones were Ukrainian, nor if they were involved in the crash, the New York Times reported.

With the different alleged causes of the crash, Azeri, Russian, and Kazakh ministries announced they have each launched criminal investigations into the incident.

The flight consisted of 62 passengers and five crew members. 37 nationals were from Azerbaijan, 16 from Russia, six from Kazakhstan, and three from Kyrgyzstan, according to Kazakhstan’s transport authorities.

None of the Kazakh passengers survived, “including two children,” Bozumbayev said.

Russian President Vladimir Putin phoned Azeri President Ilhan Aliyev, offering condolences and announced a day of mourning on Thursday for the victims and their families, according to the Kremlin. Chechnya’s President Ramzan Kadyrov also offered words of support.

With investigations underway, Azerbaijan Airlines announced it has halted all flights to Grozny till cause of the crash is confirmed.
